Project of Soil and Groundwater Pollution Survey and Investigation in HsinChu Country,2016

Abstract The total cost of this project is NT $ 10,000,000, and the overall working period ended on December 10th, 2016. However, unitl November 29th, 2016, all work has been finished and the results of works were described as follows. Here are some contaminated sites where their pollutant concentrations exceed the remediation control standards and must be serious concenred on the next year: A. Pb content in part of the soil at the region of No. 1085-1, Wenshuikeng Section, Xinpu Town is 751 mg/kg that exceeds the Soil Pollution Control Standards of food crop farmland. Therefore, the emergency response measures for this contaiminated site has been announced. B. With invesitgation, In China Chemical & Pharmaceutical Co., Ltd, the trichloroethylene (TCE) concentration in the groundwater sample that was taken is from the monitoring well J00221 was 0.0513 mg/L which exceeds the remediation control stnadards. This site has been declared as a groundwater pollution control site. C. In Da-Han Industrial Area, cadmium and nickel concentrations at both soil sample S01 and S06 are higher than the soil pollution control standards. This site will be announced as a soil pollution remediation site. D. In Hsinchu Industrial Area, the fluoride salt concentration in the groundwater of the monitoring well HC07 exceeded the groundwater control standard and has been submitted to the Environmental Protection Administration for assistance in carrying out the soil and groundwater survey in mid-November. The results have not been handed over yet. Following are the other cases that have contamination issue and their levels were over the monitoring standards. We suggest that continued monitoring in the next year or providing essentail aid for site owners to propose groundwater monitoring plans should be considered: A. The NH3-N concentration in the groundwater of the monitoring well J00140 exceeds the grondwater monitoring standards in the river basin of Xiao-Li River. B. In the groundwater of the monitoring well J00199 and J00181 in the Hsinchu Industrial Area, their NH3-N concentrations exceed the groundwater monitoring standards. Besides, the chloroform concentration in the grundwater of the monitoring well J00148 in the manufacturing plant of Taiwan Tanabe Seiyaku CO., LTD. exceeds the groundwater monitoring standards. C. The NH3-N concentration exceeds the groundwater monitoring standards in the groundwater of the downstream monitoring well J00219 near Zhonglun Industrial Area. D. The tetrachloroethylene concentratoin exceeds the groundwater monitoring standards in the grounwater of the downstream monitoring well J00100 near Philips Zhubei manufacturing plant. E. Concentrations of some of the general items (NH3-N, Sulfate, and Total Dissolved Solids) in the manufacturing plant of Baker Company exceed the groundwater monitoring standards, and aniline is continuously detected. F. The NH3-N concentration exceeds the groundwater monitoring standards in the groundwater of the monitoring well J00171 in Beipu. In this project, sites that don’t exceed the groundwater monitoring standards includes the perimeter warning monitoring wells of Hsinchu Industrial Area and of the other Industrial Area in the Hsinchu City (including Hsinchu Science Industrial Park, Tai Yuen hi-tech Industrial Park, Hsinchu Biomedical Park, Wuhua Industrial Zone downstream), the site warning network monitoring wells (except Beipu), You Shun Gas Station, and Baoshan Township Shenda Road downstream monitoring well. Up to now in Hsinchu County, there are 10 sites that have been announced as control sites as results of 4 newly adding and 1 revoking sites. Groundwater monitoring has been carried out at sites such as China Chemical Bamboo plant, Fragrant Hill temporary-storage station, and Xinhukou Gas Station. The results indicate the concerned items were all lower than the groundwater control standards, suggesting that the groundwater quality in those sites are recovered and stable after remediation. In addition, contamination survey demonstrated that concentrations of a number of chlorine-containing organic compounds exceeds the groundwater control standards around the perimeter of Huiyuan Electric Company plant, revealing the contaminants may have already migrated out of the plant. Thus, we have requested them to announce a proposal to prevent the contamination migration. The verifying results showed that the contaminant levels in the soil and groundwater samples at the Seiko gas station are all below the control standards; those in the soil samples at the Taehwa Hukou gas station where locates next to the southern highway are all lower than the control standards. But, the site owner has announced a proposal to eliminate the pollution because the benzene, methyl tert-butyl ether (MTBE), and total petroleum hydrocarbons (TPHs) concentrations in their groundwater samples in the monitoring wells SW07 exceed the control standards. During both the dry and wet seasons, TCE concentrations in the groundwater of all the monitoring wells in Hsinchu Science Park are lower than the control standards, but only few of them exceeds the monitoring standards. Besides, the vinyl chloride concentration in the groundwater of the monitoring well J00091 exceeds the control standards in late September, 2016. This project also completed annually twice inspections for 111 monitoring wells, functional well maintance, 5 useless well diminishment, the implementation of reviewing the underground storage tank declaration, verification soil gas and station information of 22 gas stations on the system. Furthemore, this project has assited EPA and Hsinchu EPB in convening 16 soil and groundwater pollution improvement reviewing and training conferences and with the advocacy of soil and groundwater regulatory.
